PHASE I — FOUNDATION & STABILIZATION Goal: Strengthen the department’s foundation through executive-level management and community-centered policy. Workforce Recruitment & Retention • Implement recruitment and retention strategies for high-quality deputies. •Develop mentorship and field training programs •Strengthen deputy wellness and mental health support •Build a family-support culture for employees Fiscal Responsibility: Benchmark pay and benefits regionally to ensure we attract top talent while maintaining a balanced, sustainable budget. Active Youth Safety: Prioritize the addition of a second School Resource Officer (SRO) to protect our students and work toward youth mentorship programs. Operational Standards: Expand de-escalation, crisis intervention, and leadership training to ensure every deputy meets the highest professional standards. •Maintain updated constitutional policing policies •Enhance active shooter and school safety training Transparency First: Launch annual reporting and regular community listening sessions to ensure the Sheriff remains directly accountable to the taxpayers. •Publish annual Sheriff’s Office reports •Hold regular community forums and listening sessions •Improve communication through social media and public outreach •Build stronger relationships with rural communities Technology & Equipment Modernization: •Upgrade records management and reporting systems •Improve mobile technology for patrol deputies •Continue modernization of patrol and communications equipment •Improve interoperability with surrounding agencies
PHASE II — MODERNIZATION & PROACTIVE ENFORCEMENT Goal: Stay ahead of emerging crime and mental health challenges through proactive enforcement and inter-agency partnerships. PHASE III — LEADERSHIP & REGIONAL EXCELLENCE Goal: Position Brookings County as a statewide leader in law enforcement innovation and specialized capabilities. Leadership Development: Utilize my County Commission and business experience to invest in advanced command training and succession planning for future leaders. •Create formal leadership development programs Specialized Enforcement Capabilities- Digital Investigations: Expand specialized capabilities in cybercrime preparedness and rural/agricultural crime enforcement. Innovative Growth: Expand drone programs and emerging technologies to increase deputy safety and search-and-rescue effectiveness. Officer Wellness & Career Sustainability: Enhance deputy wellness and peer-support resources to ensure long-term career longevity and mental health support for our frontline staff. Community Partnerships: •Strengthen relationships with businesses, schools, healthcare systems, and community organizations •Expand crime prevention and public education programs •Continue building trust through transparency and visibility
PHASE IV — LONG-TERM STABILITY & LEGACY Goal: Ensure long-term institutional stability and a fiscally sound future for Brookings County. Long-Term Financial Planning: Execute long-term facility planning to anticipate growth without putting a sudden strain on taxpayers. Maintain responsible budgeting that utilizes federal and state grants for equipment—continuing my proven record of securing funding without tax-base dependency. •Implement sustainable capital replacement plans •Maintain fiscally responsible budgeting •Continue pursuing grants responsibly without dependence on unstable funding sources Modernize Infrastructure & Facilitie: •Conduct long-term jail and facility planning •Modernize infrastructure where needed •Prepare for future population and service growth Building a Lasting Culture: Leave behind a stable, respected, and professional Sheriff’s Office that will protect Brookings County for the next generation. •Ensure leadership continuity and institutional knowledge •Maintain a culture centered on integrity, service, and accountability

Shawn Hostler’s path has always been rooted in service—to his family and to the people of Brookings County. With over 26 years in law enforcement and public service, he has served as a patrol deputy, Field Training Officer, K9 handler, and on numerous community boards. Today, he continues that service as an elected Brookings County Commissioner and current Commission Chair.
Each role has strengthened his understanding of public safety, leadership, and responsible government—experience he brings to his campaign for Brookings County Sheriff.
